Instructions for registering for a permit to enter the Chinese border area for foreigners traveling to the UNESCO Dong Van Geopark.

According to Decree No. 34/2014/ND-CP dated April 29, 2014, of the Government on the regulations for the land border areas of the Socialist Republic of Vietnam and Decree No. 299/2025/ND-CP dated November 17, 2025, amending and supplementing a number of articles of the Government Decrees on Border Guard and national borders.

• Step 1: Companies, businesses operating travel and tourism services, and tourism service establishments apply for a permit for foreigners to enter the border area at the Immigration Management Department, Tuyen Quang Provincial Police (applications can be submitted directly or via email: phongqlxnchgtthc@gmail.com). The application dossier includes:
• A letter requesting permission to enter the border area using Form NA14 issued with Circular No. 04/2015/TT-BCA dated January 5, 2015 of the Ministry of Public Security (signed and stamped by the sponsoring company/enterprise or accommodation business) or an application for permission for a family member to enter the border area using Form NA15 issued with Circular No. 04/2015/TT-BCA dated January 5, 2015 of the Ministry of Public Security (signed and clearly stating the full name of the sponsor).
• Photocopy of the foreigner’s passport or valid entry/exit document (photocopy in 2 locations: (1) Personal information page in the passport or valid entry/exit document, (2) Page with visa exemption stamp allowing temporary residence until 2026 or EV electronic visa stamp allowing temporary residence until 2026 or extension of temporary residence until 2026 or visa).
• Step 2: The company, enterprise, or accommodation business sends an employee to the Immigration Management Department of the Provincial Police to pay the fee of 10 USD and receive the permit for the foreigner to enter the border area.
